I once had a fine (bekeuring) in South Afrika. The fine was called an "oortreding" (overtreding in Dutch). It was pronounced o'er-treding, like "over" without the v. To go from the o to the e (uh) sound you automatically make a very faint open w, although it's almost not a vowel....
