Among the names for olf Greco-Roman-Carolingian culture are are Rūm 'Roman', Yavana 'Greek' and 'Franks'. Alberuni knew that, from his Persian viewpoint, there was a land of Franks (Rome-France-Spain) behind the main Roman empire Byzant and Italy. Thus we can be certain he really meaned France.
3. Latinus the half-Hyperborean
