I see this mostly relating to the very end of the OL book and especially the Askar episode:

Kearenherne — ‘chosen horn (corner)’ — is a stone burg that once belonged to Kelta. Thus, the maidens of the descendants of the Kelta Followers wanted it back. Due to the enmity between the maidens and the Gools, feud and strife [201] came into the mountainous land, bringing with it murder and burning. [...] When Askar believed himself to have good fortune on his side, he went with forty ships and took Kearenek and the supreme Gool, along with all his gold. (Source: OL MS 200-201)

Thus the role model for any Iron Age British women leaders would have been the "Keltaic" priestess maidens put up by Askar, in turn modelled on older Germanic maidens and priestesses. Morgan le Fay could be a later medieval cultural memory of them, just as Merlin is modelled on the druids and the Frisian maidens visiting a newborn child (OL MS 132-133) was the model for later story of fairy godmothers.
