In context of OLB's Minerva (who had blue eyes) and Cecrops (of foreign descent), it's interesting to note the following:
1. Attila the Frisian
The medieval central European understanding of Attila differed from others by claiming him as an Frisian prince who went to conquer the Huns (The Saga of Thidrek of Bern, ch. 39).
2. Romulus and Remulus the Franks
The learned medieval scholar Alberuni just casually makes the Romulus and Remulus, founders of Rome, to be of the Frankish land (Alberuni's India I, ch. XI):
The story also gives the four symbolic colours for the end-time riders, attested from Biblical and Hindu mythologies. Among the names for old Greco-Roman-Carolingian culture are are Rūm 'Roman', Yavana 'Greek' and 'Franks'. Alberuni knew that, from his Persian viewpoint, there was a land of Franks (Rome-France-Spain) behind the main Roman empire Byzant and Italy. Thus we can be certain he really meaned France.
3. Latinus the half-Hyperborean
This king of Italian Latin people had a mother, who was a Hyperborean:
He allowed the Aeneas' Trojans to dwell in his land. Which connects to...
4. Aenes and Frigas the Germans
Hero of the Trojan war was a Germanic person: "quod Aeneas et Frigas duo fratres fueriut germani, e quibus Aeneas in Latio, Frigas regnaverit in Frigia".
5. Caesar son of Odin
According to the Anglo-Saxons elites, Odin had a son called '(Julius) Caesar'.

People like Conor Macdarie, author of 'Irish Wisdom preserved in the Bible and Pyramids', take an extreme position wherein most the histories penned by Roman/Frankish priests are false/allegorical, i.e, Julius/Augustus are dramatic inventions=July, August; Augustus' legions go North to die in the forests of Germany, not unlike the Sun in autumn; the rivalry between Catholic orthodoxy and the Frisian converts under the heresy of Arius referring to the conquest of the ancient Irish church (Ireland=erin=Aryan)
Following official history, Augustus brought the cult of Apollo to Rome and was able to claim descent from Apollo by reason of being fair-haired; he considered himself of Hyperborean lineage.
Aneas brings the worship of Vesta with him from Troy to Italy; Vesta= Fasta
In modern times the Trojan descent of the Romans was considered mere legend, but large-scale genetic assay has demonstrated the Anatolian origins of the Etruscans (Phrygia= Frisia)
Not everyone here is convinced that the events of the Trojan War had anything to do with the Mediterranean, but OLB specifically names Ulysses an Italian-

There is evidence both for actual Levantine Troy (Alaksandu letter; Paris of Troy = Aleksander) and an ancient understanding of Finland, or the coastal Finnish Trojaborg (old folklore name for coastal hill-fort town of Borgå) therein, as a sort of Nordic Troy. This latter is best seen in medieval Islandic sagas, but may be a far older association (one possible interptretion of Sumerian King List's Nordic portions). The best example of this is Bósa saga ok Herrauðs, where Finnish princess Hleidi is the Helen and two champions Siggeir and Hrærek are the two Dioscuri looking for Helen; making then Finland the Troy and battle of Bråvalla the Trojan war. Ie. the army lists in Gesta Danorum as related to Catalogue of Ships and the toponyms along the (Troja)Borgå river as the corresponding Trojan Battle Order.
Medieval era foreign Christian armies still apparently knew of that meme, for they named the archaic (6000 BC onwards used) Finnish hill-forts after the Turkish Cappadocia (link, briefly in English).
The Oera Linda book Odysseus - as to name, a ~zeus king - is prime example of likely actual history that gave later birth to various European legends on these characters.
